Update on Travel Permit Policy

Effective immediately CAHA no longer requires teams that are planning on traveling outside of California to submit an Out of State Travel Permit Application for CAHA’s approval. With respect to CAHA and any team(s) that plan to travel out of state, things will be as in prior seasons where teams are eligible to participate in any/all USA Hockey sanctioned events within the United States as they so choose (no travel permit requirement).
The basis of this change is twofold, first because the travel permit application process was adopted as a result of teams seeking to participate in USA Hockey sanctioned events prior to CAHA’s No-Earlier-Than tryout dates, coupled with the fact that as of December 4 CAHA’s No-Earlier-Than tryout dates have all passed, thus making this a moot process (see originally approved policy). Secondly, based upon the advisement of both CAHA’s Legal Counsel, as well as outside legal counsel, this is a process CAHA should not employ or rely upon to potentially deny teams the opportunity to travel based upon CAHA’s interpretation any laws, regulations or governmental policy within the State, or in an attempt to enforce the same.
Tier I - Tier II Rosters

Reminder that going forward, Tier I and II Teams will NOT be allowed or have approved "Tournament" rosters for the rest of this season 2020-21. All games MUST be played via the regular National Bound Roster.

This letter shall serve as notice that pursuant to the CAHA Board of Directors Special Meeting held on October 24, 2020, the Directors voted in the following 2020-2021 CAHA tryout calendar updates;
Tier 2 regular season team formation and player contracts (bilaterally binding) shall be permitted effective 11/20/20, and per previously posted league tryout dates. What this means is that players choosing to commit to a Tier 2 team on/after 11/20/20 without an on-ice tryout will be bound to that team subject to the terms/conditions of player contract they enter into, and CAHA/USAH rostering rules and guidelines. Additionally, Tier 2 tournament rosters will not be approved after 11/20/20.
SCAHA 2020-2021 Season Update

Most counties across the SCAHA footprint remain in a COVID tier that precludes youth sport. Consequently, neither ice hockey games nor practices are currently permitted. While some rinks are functioning under a day camp format, other facilities remain closed, meaning a number of SCAHA clubs still do not have access to ice. At the SCAHA meeting on November 11th it was agreed, therefore, that traditional tryouts for the A/B levels of youth hockey, will not take place as previously tentatively planned nor will they take place if, at a future date, SCAHA is able to salvage a season. SCAHA does not want to foster an environment where families feel pressured into LOIs and make financial commitments that cannot be guaranteed due to the fluid nature of the pandemic and the State's Tier system. SCAHA acknowledges that holding tryouts without a clear path to a season simply creates unneeded frustration, confusion, and undo pressure.
In the event the situation with COVID changes and the State permits the return of youth hockey, the SCAHA Board is committed to holding a meaningful season - one where California teams can practice and play each other within the State of California. When we see a clear path back to games, teams will be formed by clubs without the formality of try-outs (clubs will be able to build their teams as they see fit) and SCAHA will work to issue a schedule as quickly as possible. This is for all our A/BB/B teams. In short, our main focus is getting teams and players back on the ice as soon as allowed. Unlike national bound teams that are governed by USA Hockey mandated timelines, we have ultimate control of how we choose to implement any season.
While SCAHA must follow State mandated guidelines, we recognize that the majority of rinks and coaches currently operate under ?Day Camp? guidelines where COVID protocols including social distancing and cohorts are adhered to. SCAHA further recognizes that informal showcase teams represent the main vehicle for players and their families to pursue hockey via out of State play. Such arrangements fall outside the purview of SCAHA.
Having said that, should a season be possible, it is the intent of SCAHA to complement the existing practices and arrangements by providing additional games through a formal SCAHA scheduled season. Flexibility will be the main focus here to get kids back on the ice, playing the sport we love.
SCAHA remains dedicated to getting players back on the ice by reestablishing competitive games and thereby bringing the fun and thrill of our sport back to our members.
The SCAHA Board will be meeting on a regular basis in order to keep the options under review. The next meeting is scheduled for December 2nd.
High School regular season team formation and player contracts (bilaterally binding) shall be permitted effective 11/20/20. High School tournament rosters will not be approved after 11/20/20.
(NOTE: dual rostered players are required to maintain compliance with their facilities established guidelines with respect to cohorts/co-mingling)
